The user inputs this number. It should represent the total number of patients that the site or sites under analysis will serve who live below 200% of the Federal Poverty Level (FPL) and are not currently patients at a HRSA-supported health center. Remember all health center patients from the user-selected analysis area are already counted in this analysis; therefore, the user must estimate how many of the total patients for the site under analysis were already counted as health center patients and subtract that from the total patients to be seen at the site under analysis to avoid duplicate count of patients. Then the user must estimate how many of the new patients to be served will be low-income.
