Yes. The UDS Mapper is based on ZCTAs, which are approximations of ZIP Codes. Since ZIP Codes can cross county and state (rarely) lines, ZCTAs can, too. ZCTAs almost always exist within a single state but are independent of all other statistical and governmental entities except Census 2010 tabulation blocks.
